• Resumen

  Este artículo se detiene en un momento particular de la revolución rioplatense, la crisis del año 1815 y la reorganización política que culmina con la reunión del Congreso constituyente en 1816. La importancia de este momento está ligada a la interpretación de la revolución en términos de pactos entre las ciudades del antiguo virreinato. Buenos Aires, que ha dirigido el curso de la revolución en los primeros años, pierde el control de las Provincias Unidas en 1815 y logra repasar con ellas un pacto que lleva a la reunión del Congreso. Mientras tanto, debido a la guerra incipiente, las ciudades han creado entre sí unos lazos de solidaridad que sostienen la fonnación del Congreso. Poniendo el acento en este "segundo acto de la revolución", el artículo analiza dichos lazos y la manera en que los pueblos conciben su construcción política a través del Congreso.

• Abstract

  This article analyse a particular moment of the independence revolution in the former viceroyalty of Rio de la Plata, made up by the crisis of the year 1815 and the political reorganization that ends with the session of the constitutional Congress of Tucuman in 1816. The signifícance of such moment is linked to an interpretation of the revolution in terms of paets between the main cities, considered as political communities. Buenos Aires, that had led the revolucionary process during the first years, looses control in 1815 but suceeds in forming another pact with the cities, based on the convocation of a representative assembly. In the meanwhile, the cities have made up some links of solidarity that underlie the formation of the Congress. Emphasizing this particular period as the "second act of the revolution", the article analyse those links and the way the communities conceive their political construction trought the Congress.
